• Foreign citizens who are legally located in the Russian Federation and want to conclude a contract on military service as part of the Armed Forces of the Russian Federation (hereinafter — the Armed Forces of the Russian Federation) and military units, the status of which is confirmed by a certificate certified by the head of the selection point for military service (head of military parts), when performing the following notarial actions:

— evidence of the fidelity of the transfer of the document provided in accordance with the Regulation on the procedure for military service, approved by the Decree of the President of the Russian Federation of 09.16.1999 No. 1237 (hereinafter — the Regulation);

— evidence of the authenticity of the signature of the translator on the documents provided in accordance with the Regulation;

— evidence of the fidelity of copies of documents and extracts from them in the case when such documents are provided in accordance with the Regulation;

• Citizens who have concluded a contract for voluntary assistance in the fulfillment of the tasks assigned to the RF Armed Forces or the troops of the National Guard of the Russian Federation, as well as citizens who entered into a contract (had other legal relations) with an organization that promotes the implementation of the tasks assigned to the RF Armed Forces, subject to their participation special military operation in the territories of Ukraine, the Donetsk People’s Republic, the Lugansk People’s Republic, Zaporizhzhya region and Kherson region and (or) their fulfillment of tasks during the armed provocation on the state border of the Russian Federation and the border territories of the constituent entities of the Russian Federation, adjacent to the areas of special military operations in these territories, the status of which is confirmed on the basis of a certificate issued by the federal executive bodies authorities, in accordance with the Decree of the Government of the Russian Federation of 09,10.2024 No. 1354, When performing the following notarial actions:

— certificate of powers of attorney, with the exception of powers of attorney in the order of advance;

— certificates of will, with the exception of joint wills of spouses and wills, providing for the creation of an inheritance fund;

— certificate of legally significant will;

— evidence of the authenticity of the signature on the documents;

— certificate of equivalent of an electronic document with a document on paper and a document on paper by an electronic document;

— transfer of documents of individuals and legal entities to other individuals and legal entities (with the exception of the transfer of documents personally on receipt);

— evidence of the fidelity of copies of documents determined by the order of the Ministry of Justice of Russia No. 15;

• spouse, parents and minor children, including adopted, persons who have concluded a contract for voluntary assistance in fulfilling the tasks assigned to the RF Armed Forces and entered into a contract with an organization that promotes the tasks assigned to the RF Armed Forces when performing the following notarial actions:

— certificate of powers of attorney, with the exception of powers of attorney in the order of advance;

— certificate of some consent, determined by the order of the Ministry of Justice of Russia No. 15;

— evidence of the fidelity of copies of certain types of documents (in one copy of a copy of each such document);

• Individuals for the issuance of certificates of inheritance in the inheritance of property of persons who have concluded a contract for voluntary assistance in the fulfillment of the tasks assigned to the RF Armed Forces and entered into a contract with an organization that promotes the implementation of the tasks assigned to the RF Armed Forces.

Also, by order of the Ministry of Justice of Russia No. 15, the list of notarial actions was expanded, to which benefits are applied to citizens called up for military service for mobilization, military personnel and employees of federal executive bodies and other federal state bodies, employees of the internal affairs bodies of the Russian Federation.

The order of the Ministry of Justice of Russia No. 15 enters into force on 02/14/2025 (after 10 days after the day of official publication).
