A number of additional security measures have been adopted in Sevastopol

In Sevastopol, on the initiative of Governor Mikhail Razvozhaev, an emergency session of the Legislative Assembly was held on June 27. It was held behind closed doors. The meeting discussed the issue of the safety of Sevastopol residents and the action plan developed by the Operational Headquarters chaired by the city’s mayor.

On June 23, the situation changed radically: we were faced with a new threat — for the first time, cluster munitions were used against the civilian population of Sevastopol, people died. This is classified as a terrorist act. The enemy has used means that require completely different response measures to defend against. Ballistic missiles have a very short delivery time for ammunition from launch to hitting targets. Now we must proceed from this new established reality. During the week, I held meetings of the operational headquarters and consulted with various experts, including colleagues from Donetsk and Belgorod. The government developed the necessary measures and determined what financial resources we would need to implement these measures. All this was included in the program, which we discussed with deputies today— the press service of the Government of Sevastopol quotes Mikhail Razvozhaev.

One of the key measures was the improvement of public warning systems about danger. Starting from June 27, a new alert mode was introduced: “Ballistics!” — it means that people need to take safe places within 2-3 minutes.

Previously, when we were being shot at by other types of missiles launched from aircraft carriers, people had up to half an hour to go down to shelter. Now there is a new threat of ballistic missiles, and in these conditions there are 2-3 minutes left to hide from shrapnel or, God forbid, cluster munitions. Therefore, we agreed with the military that we will shorten the chain along which information is currently transmitted. The signal from the military will go directly to the duty officer, who will immediately turn on the siren. The alert may appear later on my social networks. The main principle: if you hear the siren, take a safe place. In the near future, we will complete the alert system so that it covers the entire city as much as possible, — stated the head of the city.

Public transport will stop during the «Ballistics» signal, but people will remain inside. Transport itself can be considered a minimum shelter — as Mikhail Razvozhaev emphasized, this was demonstrated by the situation on June 23: those who managed to hide behind iron sheets, although they were wounded, were not as seriously as if they had been hit by shrapnel. Transport will be equipped with first aid kits.

Temporary shelters will appear on beaches and in public spaces where you can take refuge in case of danger. There will be about 600 of them; in the future, if necessary, this number can be increased. The governor noted that all measures will be taken to speed up the production and installation of shelters. The city will also be equipped with a centralized system that will allow entrance doors to be opened during an alarm.

The beaches will continue to operate as usual. At the same time, the governor emphasized, everyone should understand that the beaches of the Northern side do not have equipped shelters at the moment, so it is better to refrain from visiting them for a while — until protective structures are installed there, where it will be possible to evacuate during the missile threat.

In Balaklava Bay at night, entry and exit for civilian maritime transport will be limited. Also, a 24-hour monitoring system will be introduced in the bay: if a threat arises, the movement of boats and yawls will stop.

This is the only bay that is not fenced off from free entry and exit. According to experts, there is a threat from the Ukrainian Armed Forces: mining is possible. There are no military facilities in Balaklava Bay, but we understand that now we need to predict and take into account any possible developments. Therefore, it was decided that at night Balaklava Bay will be equipped with boom barriers, the entrance and exit will be closed. Round-the-clock observation posts will be set up to monitor the water area: in case of danger or alarm, boat traffic will be stopped.said Mikhail Razvozhaev.

The head of the city also addressed Sevastopol entrepreneurs: he drew their attention to the fact that during an alarm signal people should not be forced to leave stores onto the street or, conversely, not allowed inside.

When the alarm sounds, any person must have the opportunity to take shelter indoors. Otherwise, we will fine them“, the governor emphasized.

First aid courses will be organized for the population. The courses will be free and will be conducted by a professional instructor at the Patriot Park. In addition, all public places will be provided with first aid kits.

It is very correct that this extraordinary plenary meeting of the Legislative Assembly session took place today, at which we discussed the security issues of our city, which were developed by the Operational Headquarters.
