Crimeafinnadzor checked the activities of the State Unitary Enterprise of the Republic of Crimea «Krymenergo». There are violations

The Financial Supervision Service of the Republic of Crimea, in pursuance of the Order of the Head of the Republic of Crimea Sergei Aksenov, carried out an unscheduled on-site inspection of certain issues of financial and economic activities in the State Unitary Enterprise of the Republic of Crimea «Krymenergo».

During the inspection, specialists from the Financial Supervision Service of the Republic of Crimea analyzed the implementation of indicators of the financial plan of the State Unitary Enterprise of the Republic of Crimea «Krymenergo», examined the financial condition of the enterprise from January 1, 2022 to July 1, 2023, selectively checked the procurement procedure at the enterprise, compliance with the terms of concluded contracts for the supply of goods, performance of work and their execution.

During the inspection, violations of the requirements of financial discipline and legislation in the field of procurement were identified for a total amount of 721.48 million rubles, of which the main ones are:

• An audit of the procedure for purchasing materials, design, survey, and construction and installation work established that out of 91 contracts inspected, 70 contracts contained violations in the amount of 300.18 million rubles. (the winner of the purchase was incorrectly determined, the initial (maximum) price of the contract was inflated, the prices of purchased goods were inflated, etc.).
• As a result of ineffectively made management decisions on the unjustified dismissal of employees, 6 employees of the State Unitary Enterprise of the Republic of Crimea «Krymenergo» were reinstated by court decision, to whom the average earnings for the period of forced absence were paid at the expense of the enterprise, compensation for moral damage, state duty was transferred to budget revenue, in the total amount — 7.36 million rubles.
• according to court decisions made in 2022 and 9 months of 2023, the State Unitary Enterprise of the Republic of Crimea «Krymenergo» was charged for late payment of penalties and legal costs to suppliers in the amount of 2.59 million rubles, which is direct damage to the enterprise. For 2022, the State Unitary Enterprise of the Republic of Crimea «Krymenergo» admitted 3052 facts of late payments to suppliers; for 6 months of 2023, 1618 such facts were admitted.
• ineffective use of funds and property of the enterprise was established for the purchase of a horizontal directional drilling installation in the amount of 20.5 million rubles, which worked only 46 hours in the period from April to September 2021 and was subsequently not used in the production activities of the enterprise, for the purchase of the “Module for accounting and calculation of subscription fees for legal entities» in the amount of 14.06 million rubles, which was not put into operation and was not used in the State Unitary Enterprise of the Republic of Crimea «Krymenergo».
• as a result of failure to fulfill obligations to meet deadlines for technological connection to power supply networks, the State Unitary Enterprise of the Republic of Crimea «Krymenergo» paid administrative fines issued by the Federal Antimonopoly Service under 579 Resolutions on the imposition of administrative penalties under Part 2 of Art. 9.21 of the Code of Administrative Offenses of the Russian Federation for a total amount of 173.70 million rubles. and 652 resolutions were issued imposing administrative punishment under Part 2 of Art. 9.21 of the Code of Administrative Offenses of the Russian Federation, which have not yet been paid in the amount of 195.6 million rubles.

In addition, it was established that the State Unitary Enterprise of the Republic of Crimea “Krymenergo” incurred actual expenses not provided for by the FCD Plans for the period from January 1, 2022 to July 1, 2023 in the amount of 2.97 billion rubles. (expenses for the transmission of electrical energy by networks of adjacent network organizations, other expenses, penalties paid), which are not agreed upon with the executive body — the Ministry of Fuel and Energy of the Republic of Crimea and the Ministry of Finance of the Republic of Crimea.

Based on the results of the audit, experts note, it can be concluded that the Ministry of Fuel and Energy of the Republic of Crimea and the management of the State Unitary Enterprise of the Republic of Crimea «Krymenergo» did not properly monitor the activities of the enterprise, the work of structural divisions, which led to a significant increase in costs and increased losses enterprises and diversion of funds from the enterprise’s turnover.

The Head of the Republic of Crimea was informed about the results of the inspection, the inspection report was sent to the Anti-Corruption Committee of the Republic of Crimea for consideration and taking appropriate response measures to the established facts of violations, organizing investigative actions and initiating criminal cases.
