Crimean authorities believe that the legalization of guest houses will increase the number of rooms by 140 thousand places

The issue of the legal functioning of guest houses for the Republic of Crimea is relevant and requires speedy legal regulation; the initiative of the bill is supported by Crimea— quotes TASS Minister of Resorts and Tourism of the Republic of Crimea Vadim Volchenko.

He also noted that in the republic, “according to estimates of the Ministry of Resorts and Tourism of the region, there are about 9 thousand such accommodation facilities.” According to the minister, this is a fairly serious volume, which, if legalized, could increase the republic’s room stock by about 140 thousand beds.

The department clarified that Volchenko proposed adding some amendments to the bill. In particular, according to the minister, participation in the experiment should be provided for guest houses, the rights to which were registered before the bill came into force.

Further construction of guest houses must be regulated within the framework of current urban planning standards. The question is being discussed whether the owner should be registered at the location of the guest house, in Crimea, so that taxes remain in the regional budget. There are a lot of disputes regarding the number of rooms and footage — we believe that the development of such standards can be left to the regionsVolchenko is quoted as saying in the message.

According to the document, guest houses must be included in a single list of classified hotels, ski slopes, and beaches, provided for by the law “On the Fundamentals of Tourism Activities in the Russian Federation.” To be included in this list, a guest house must meet a number of requirements. Thus, it should have no more than 15 rooms, and its total area cannot exceed 1 thousand square meters. m. In addition, it must be registered in the cadastral register and located on a plot of land for individual housing construction.

On November 30, 2023, the State Duma adopted in the first reading a bill on conducting an experiment in the Crimea, Krasnodar Territory and Sevastopol to provide hotel services in guest houses until December 31, 2026.
