Crimean tourism industry entities will receive payments in the amount of four minimum wages per employee

The Ministry of Economic Development of Russia has developed a draft resolution to provide additional support for employment in the tourism industry in Crimea and Sevastopol. Thus, funds from the Government’s reserve fund in the amount of 2.7 billion rubles are planned to be distributed to 3.5 thousand organizations and individual entrepreneurs of Crimea. All of them will receive lump-sum payments in the amount of four minimum wages per employee. According to Dmitry Vakhrukov, Deputy Minister of Economic Development of Russia, the document was developed to implement the President’s instructions following the meeting on socio-economic development of the Republic of Crimea and the city of Sevastopol.
Similar federal support measures were taken in 2022, two minimum wages per employee were allocated. The measure turned out to be effective: 2,300 companies employing more than 27,000 people retained their teams and continued to work, thereby retaining 80% of employment in their companies— said Dmitry Vakhrukov.
As the Minister of Resorts and Tourism of the Republic of Crimea Vadim Volchenko noted, support measures in the form of paying 4 minimum wages per employee, subject to maintaining the staffing level, are the most requested measure.
This measure was actively worked out by us with business and the federal government. The adoption of this decision will not only save the teams, but will also provide an opportunity for economic maneuver for the enterprises themselves in the current rather difficult situation of the 2023 season. At the end of last year, more than 1,700 tourism entities received support provided by paying two minimum wages per employee— said Vadim Volchenko.
Also, federal support measures for the development of the tourism sector of the Crimean Peninsula are also provided for within the framework of the national tourism project. This year, 536 million rubles will be allocated to the region to develop tourism infrastructure, beach areas and support events. Currently, 4 projects for the construction of hotels for 3.5 thousand rooms are being implemented in Crimea under the program of concessional lending at a rate of 3-5%. Investors are investing 23 billion rubles, creating 2.5 thousand jobs.
As part of the national project «Small and Medium Enterprises», which was initiated by the President of Russia Vladimir Putin and supervised by the First Deputy Prime Minister of the Russian Federation Andrey Belousov, the volume of the soft loan portfolio in the Republic of Crimea as of April 1, 2023 is 6.4 billion rubles, in Sevastopol — 2 .4 billion rubles. 44% of the portfolio is for investment purposes, another third — for the development of entrepreneurship. At the same time, 26% of loans in Sevastopol and 13% in the Republic of Crimea fall on the program of preferential investment lending. This is one of the highest rates among all regions.
