Expert: the owner of real estate or his representative can open his personal data in the Unified State Register of Real Estate

If desired, the owner of real estate or his legal representative can disclose personal data to third parties in the Unified State Register of Real Estate (USRN). Deputy Chairman of the State Committee for State Registration and Cadastre of the Republic of Crimea, Valentina Kirlitsa, recalled this.

Let us remind you that from March 1, 2023, with some exceptions, personal data (full name) of individuals who are owners of land plots and capital objects have become inaccessible to anyone. It became possible to obtain such information only with the consent of the owner himself. In this regard, certain related questions periodically arise among potential real estate buyers. For example, how can you be sure that the seller and the owner of the property are the same person? Or how to check that a house or plot for sale really belongs to a specific person? The most proven way is to order an extract from the Unified State Register of Real Estate. It will allow you to obtain information about the owner of the property and make sure that the information about the property declared by the seller corresponds to the information contained in the register. In addition, information about restrictions on the object, if any, may be included in the statement.

The owner of a real estate property or his legal representative can submit an application through the “My Documents” multifunctional center or electronically through a personal account on the Rosreestr portal to open the owner’s personal data in the Unified State Register of Real Estate. Personal data in the USRN information will be available to third parties after 3 working days after receipt of such an application by the State Registration Committee. In this case, the disclosure of personal data only means the owner’s full name and date of birth. Passport details or address registration at place of residence will not be included in the statement. At the same time, if a person owns several real estate properties at once, he can disclose his data only in relation to one of them,” the press service quotes Valentina Kirlitsa.

If the extract is provided by the seller and the buyer wants to further check the fact that it was provided by a government agency, this can be done very simply — all extracts contain a QR code with which you can go to the Rosreestr website and verify the authenticity of its issue.
