FAS threatens to deal with prices for building materials

The government has instructed the Federal Antimonopoly Service to look into the unreasonable increase in prices for building materials. This was stated by Deputy Prime Minister Marat Khusnullin. According to him, the portal notes BFM.ru, prices for cement, pipes and fittings have increased once again. The founder of the BEST-Novostroy company, Irina Dobrokhotova, comments on the situation with rising prices:

During the first six months our prices increased by about 12-15%. In August-September, growth increased — for some items up to 10%, such as cement, fittings, pipes. In some cases there may be an unreasonable increase. This will fall on consumers, on the cost per square meter, because before starting any construction, the developer considers how much it will cost to purchase what will be used to build the housing complex. Chipboard, wood-fiber boards are the basis for construction. All this, we see, has become more expensive. For example, in Sochi, private houses have risen in price by 30-40% due to the increase in building materials, this is data from the regional Rosstat. The reasons are clear: the dollar exchange rate, inflation, production components and labor are becoming more expensive. If, for example, we have Turkish, German, Finnish installations at our plant that produces concrete, and the delivery of parts is slowed down, it becomes very expensive. Until we build Russian concrete plants with our mixers, and they simply don’t exist now, it is unreasonable to demand a price reduction in some cases, so we need to figure it out. The price increases are for complex, imported goods, such as fasteners, varnishes, paints, and engineering. All this has increased in price by at least 10-20%. A number of engineering solutions and spare parts for imported equipment have also risen two to three times in price due to logistics. Maybe some regions just took advantage of this and are raising prices like everyone else. Of course, the antimonopoly service also needs to look.

We regularly see an increase in the price of spare parts and components. First of all, we attribute this to the fact that the dollar exchange rate is growing. But there is one very interesting trend here: if the exchange rate of the dollar and euro rises, and then it is adjusted, that is, a fall of 5-10%, prices do not return back. If we go back to March 2022, when the dollar and euro jumped above 100 rubles, prices rose, the dollar fell to 55-60 rubles — prices practically did not return back. There was some kind of adjustment after four to five months, maybe by 10-15%. There are also various EU bans on the export of products; some customs codes are blocked. In particular, we sell, for example, door cassettes. These are cassettes whose doors do not open in a standard way, do not swing, but slide into the wall and are stored in a niche. They somehow miraculously fell under sanctions; this code is prohibited for import into Russia. There is a shortage now, so prices are rising. Our door cassettes cost about 50 thousand rubles, and I notice a one-time increase, which is about 15%. All manufacturers and sellers of building materials do not increase the price gradually, as I noticed, but by 15 percent at a time. If yesterday people bought elite building materials, today they are switching to cheaper ones or abandoning them altogether.

This spring, the Ministry of Construction already contacted the FAS due to rising metal prices. The head of the ministry, Irek Faizullin, then reported that the department was not satisfied with the observed increase in prices for fittings.
