Federal Tax Service of Russia for the city of Sevastopol: stable revenue flow to budgets of all levels has been ensured

On September 13, 2023, the Federal Tax Service of Russia in Sevastopol held a meeting of the extended board, at which the head of the Department, Alexey Mogila, summed up the results of the work and identified the main tasks of the team until the end of the year.
Opening the meeting, the head of the Department noted that this year a stable flow of income to budgets of all levels has been ensured. Over the 8 months of 2023, the Federal Budget received 5.8 billion rubles — this is 1.5 billion or 33% higher than last year. Revenues to the budget of Sevastopol increased by 13% and amounted to 14.9 billion rubles. 9.4 billion rubles of insurance premiums were transferred to state extra-budgetary funds, which is 12% higher than last year. The regional budget also mobilized 1.7 billion rubles more than last year.
The head of the Department noted that the positive development of the region’s economy is evidenced by the growth rate of corporate income tax revenues, which amounted to 113 percent. This increase is mainly due to an increase in revenues from payers in the banking and utilities sectors, and trade enterprises.
Alexey Mogila emphasized in his report that based on the results of the control work, an additional 723 million rubles were accrued, which is 1.8 times higher than last year’s figures. The Department explains to taxpayers about the possibility and necessity of voluntary clarification of tax obligations. And only if the payer does not listen and does not provide reasonable explanations, a tax audit begins. Thus, the main trend in the development of the tax service is observed — a risk-based approach to conducting audits. A similar approach is also provided for individuals. In cases where a citizen evades the obligation to provide tax reporting (form 3-NDFL), the tax service independently calculates the personal income tax and carries out control measures. This year, an additional 225 million rubles of personal income tax were assessed. These accruals are 5.5 times more than the same value last year. The effectiveness of inspections increased by 1.5 times, and efficiency by 7.5 times.
Alexey Mogila recalled that this year the implementation of the industry project “Eliminating unfair behavior in markets” continues. Currently, over 18 thousand units of cash register equipment are registered in Sevastopol, of which about 14 percent of equipment is used in 16 markets of the city. Thanks to the effective interaction of the tax service with market management companies and the Government of Sevastopol, during the reporting period, revenue from “market” cash registers increased by 40%.
The head of the Federal Tax Service of Russia for the city of Sevastopol set tasks for the department’s employees that need to be solved by the end of this year — ensuring the dynamics of revenues in accordance with economic indicators, providing public services at a high professional level, ensuring a reduction in the total tax debt, as well as suppression of care schemes from taxation, including through the exclusion of unreasonably declared losses and the legalization of shadow wages.
The meeting of the board was attended by the Chairman of the Legislative Assembly of the city of Sevastopol Vladimir Nemtsev, Deputy Governor — Chairman of the Government of Sevastopol Alexey Parikin and other representatives of the legislative and executive authorities of the city of Sevastopol.
The invited leaders noted the effective work of the Department, effective interdepartmental cooperation and discussed further areas of interaction to ensure stable revenues to budgets of all levels and strengthen the foundation of financial sustainability and social stability in the region.
