From May 27 to May 31, in the territory of the Republic of Crimea, police officers will conduct an operational and preventive event “Dodger”, aimed at identifying persons evading the obligation to undergo a drug rehabilitation course.
As the Ministry of Internal Affairs of the Republic of Crimea recalled, the main goal of the State Anti-Drug Policy Strategy, approved by the Decree of the President of the Russian Federation, is to reduce non-medical drug consumption, as well as the scale of the negative consequences of their illicit trafficking on the life and health of citizens, state and public security.
One way to reduce non-medical use of illicit substances is to encourage drug addicts to seek treatment and rehabilitation. The task of the police is to encourage people who occasionally use narcotic drugs or psychotropic substances without a doctor’s prescription to undergo preventive measuresnoted the Ministry of Internal Affairs of the Republic of Crimea.
Law enforcement officers remind you that the Federal Law of November 25, 2013 No. 313-FZ “On Amendments to Certain Legislative Acts of the Russian Federation” introduced changes to the current anti-drug legislation that should encourage drug users to participate in special drug rehabilitation programs. The changes made allowed judges, when considering criminal cases, as well as cases of administrative offenses, to impose on persons recognized as drug addicts or drug users the obligation to undergo such recovery from drug addiction.

Persons in respect of whom the court has imposed an obligation to undergo diagnostics and treatment are required to contact a medical organization for its execution. For evasion of the assigned duty, the legislator provided for administrative liability under Article 6.9.1 “Evasion of diagnostics, preventive measures, treatment for drug addiction and (or) medical and (or) social rehabilitation in connection with the consumption of narcotic drugs or psychotropic substances without a doctor’s prescription » The sanction of the article provides for punishment in the form of an administrative fine in the amount of 4 to 5 thousand rubles or administrative arrest for up to 30 days.
