In Sevastopol adopted the Law on support of participants of NWO and their families adopted in the second reading

Today, the deputies of the Legislative Assembly adopted in the second reading a law on support for NWO members and their families. The law was prepared and submitted by the governor together with a number of deputies. Governor Mikhail Razvozhaev took part in the session today. Thanks to the governor’s amendments, supported by the majority of deputies, support measures now apply to additional categories of participants in the special military operation. We add that the deputies voted by name, who voted how will be published on the website of the Legislative Assembly.

I want to thank all the deputies of the Legislative Assembly who took part in the development and adoption of the most important law on supporting the participants in the special military operation and their families. We have done a lot of work to make the document honest and fair. I especially want to note that we are not limiting, but expanding the list of those who are entitled to benefits. It is important that all Sevastopol participants in the SVO and their relatives receive these support measures, including the families of those who died defending their Motherland. We understand the measure of responsibility and our obligations to comply with this law. Despite the limited land fund, we have a complete understanding of how to fulfill it. We have six areas of integrated development, where the entire infrastructure will be connected: electricity, water, gas. This is up to a thousand plots, the conditions will be fixed in the contracts of the KRT with the developers of these territories, — the press service of the Government of Sevastopol quotes Governor Mikhail Razvozhaev.

In the original version, only benefits were stipulated for military personnel, mobilized and volunteers who went to the NVO zone. After the amendments, representatives of the National Guard, the Ministry of Internal Affairs, the Ministry of Emergency Situations and other departments that also participate or performed combat missions during the NWO are entitled to social support.

This law was expected by many. It is important that the list of persons who have the right to apply for both a land plot and benefits has now been expanded and approved. The list of documents required for this has also been approved. We have no doubt that the law will be implemented. Preliminary, a lot of work was done with the Government of Sevastopol. We know where to get land — this is both within the framework of the implementation of projects for the integrated development of territories, and within the framework of interaction with the Ministry of Defense. Further, all together we will work on the implementation of the document. We all have an interest in seeing that the law is implemented. We are sure that this will be the case , — emphasizes the speaker of the regional parliament Vladimir Nemtsev.

The law provides for various types of assistance as much as possible, including an additional benefit — the provision of ownership of a land plot for individual construction. The plots are also given to the families of the deceased participants of the NWO.

The draft law on social support for participants in a special military operation, their families is a huge contribution to the defeat and destruction of the fascist regime on the territory of Ukraine. This is the protection of our state from NATO aggression. As a deputy of the Legislative Assembly and the head of the regional branch of the veteran organization «Combat Brotherhood», I fully support this draft law, as do my associates , — says deputy Vasily Zubenko.

SVO participants and members of their families are entitled to the following social support measures: compensation for housing and communal services in the amount of 50 percent of the cost, admission of children to kindergartens as a matter of priority and exemption from paying for their attendance, free provision of recreation and health services, providing children with free meals in state educational institutions, assistance in finding employment, the right to receive free legal assistance.

From my personal experience and my impressions, I want to confirm the thesis, which was already heard here today, that we are adopting an extremely important law, which is awaited by the combatants of the NMD. I also receive such letters and I know that they are closely following the legislative process on this issue in Sevastopol. I know that the people of Sevastopol, especially their families, are not indifferent to how we will react to this problem and how we will solve it. Our colleagues, legislators from other regions, are also interested in the adoption of such a law. You know that the President of the Russian Federation himself was interested in the initiative of the Sevastopol residents. As far as I know, he supported us in this. These are general circumstances that allow me to say that the law is needed, and we will support it. I know well the territory of the city of Sevastopol, its land resources, I know our capabilities. I believe that this law is quite feasible. Therefore, our faction of the Communist Party of the Russian Federation, of course, will support the draft law without any discriminatory conditions , — shared the vice-speaker of the regional parliament Vasily Parkhomenko.

All support measures prescribed in the law will also apply to family members of the deceased participants in the SVO.

30 November the text of the law will be published on the website of the Legislative Assembly of Sevastopol. The law enters into force in days after publication. In the shortest possible time, the procedures will be adopted by the bodies that will accept documents for benefits.
