A verdict was passed on the former head of the Main Directorate of the Consumer Market and Licensing of Sevastopol. The Leninsky District Court found him guilty of abuse of power. The official was detained in November 2021.
An agreement on the placement of a non-stationary retail facility on the Kornilov embankment was concluded by the department with an individual entrepreneur without bidding. By his actions, the defendant violated the requirements of the regulatory legal acts of Sevastopol on the placement of NTOs, the procedure for holding competitions and concluding agreements on the improvement of beaches and federal legislation on the protection of competition. The convict was sentenced to imprisonment for a term of 1 year suspended with a probationary period of 2 years. He is also deprived of the right to hold positions in the civil service, in local governments related to the exercise of the functions of a representative of power, organizational and administrative and (or) administrative and economic powers for a period of 2 years, — said the press service of the Leninsky district court of Sevastopol.
In favor of the city government, damages in the amount of 557 thousand rubles were recovered from the former official.
In determining the punishment, the court took into account the public danger of a crime against the interests of the civil service, classified as moderate, data on his personality, partial admission of guilt by the defendant, the presence of a minor child, as well as the commission of actions aimed at making amends for the harm caused to the victim — an apology through the newspaper to residents Sevastopol and persons whose rights were affected by the conclusion of the said agreement without bidding.
The verdict did not enter into force.
