Inflation in Sevastopol accelerated in December 2022

Foodstuffs
In December, in Sevastopol, the annual growth rate of food prices decreased by 0.15 p.p., amounting to ,00%.
The restoration of the capacity of the Crimean bridge and the establishment of a land route contributed to an increase in the supply of imported vegetables and fruits, and a reduction in the transport costs of suppliers. This slowed down the rise in prices for bananas, lemons, nuts, dried fruits, tomatoes, apples, and also accelerated the decline in prices for garlic in annual terms.
As a result of the record grain harvest, selling prices for animal and poultry feed have decreased. Therefore, the costs of producers of dairy products and eggs have decreased, and the rate of growth in prices for these products has slowed down.
The growth in the supply of grain and its reduction in price also led to an increase in production volumes and a reduction in the cost of flour and cereals. As a result, the annual growth in prices for bakery products slowed down.
Non-food products
The annual growth rate of prices for non-food products in Sevastopol also decreased in December — by 0.11 p.p., to 15,15 %.
The main shaping factor here was restrained consumer activity, which influenced the price dynamics of a wide range of non-food products. Due to pent-up demand for large purchases, the rise in prices for cars, electrical goods and household appliances has slowed down, and the decline in prices for smartphones and laptops has even accelerated in annual terms. Against the backdrop of reorientation of companies to alternative suppliers, the annual growth in prices for perfumes and cosmetics, clothing, footwear and haberdashery slowed down.
Services
The annual growth rate of prices for services in December rose to 8.45% after 6.14% a month earlier.
The dynamics was most affected by the postponement of the indexation of the cost of utilities from July 2023 to December 2022 of the year. As a result, in contrast to the utility tariffs that did not change in December 73, the cost of heating, water supply and sanitation, electricity and gas supply increased in Sevastopol. Against this backdrop, annual growth in utility prices accelerated.
In addition, due to the growth in demand for railway transport services due to restrictions on air travel in southern Russia, the price of a ticket for a second-class car has increased in annual terms and the cost of travel for a compartment has accelerated.
Inflation in the Southern Federal District and Russia
Annual inflation in the Southern Federal District remained virtually unchanged in December and amounted to 11,73% after 11,69% a month earlier. This is lower than in Russia as a whole (11,46%). Inflation in the district was held back by the expansion of supply in certain commodity markets, the reduction of producers’ costs, as well as moderate consumer activity. At the same time, the indexation of housing and communal services tariffs, which was carried out in December last year instead of July 2023, as well as an increase in the subscription fee in certain regions of the district by cellular operators to reimburse expenses for equipment that has risen in price, had a pro-inflationary influence.
Annual inflation in Russia slowed down to 11,94%. According to the forecast of the Bank of Russia, it will continue to decline and in the spring 2023 of the year it may briefly drop below 4% due to the base effect. Given the ongoing monetary policy, annual inflation will be 5.0–7.0% in 2023 and will return to 4% in 2024 year.
