Mikhail Razvozhaev: the “Professionality” program can be applied in Sevastopol when training personnel for shipbuilding

On October 17, the Governor of the city of Sevastopol, Mikhail Razvozhaev, took part in a strategic session dedicated to the development of the education system for the labor market. The participants of the meeting, which was chaired by the Chairman of the Russian Government Mikhail Mishustin, discussed issues of secondary vocational education and personnel training in general.

We are faced with the task set by the President to strengthen technological sovereignty and achieve accelerated growth in manufacturing industries. To implement it, as well as to carry out the structural adaptation of our economy, we identified projects in 13 priority areas: in the aviation, medical, chemical and machine tool industries, railway, agricultural engineering, radio electronics and energy, and in the development of unmanned aircraft systems. It is important to continue creating a strong scientific and technological base, to provide our production with qualified specialists, both scientists and craftsmen. And in general, the entire system of professional training should be concentrated on fulfilling this task.,” the press service of the Government of Sevastopol quotes Mikhail Mishustin.

Mikhail Razvozhaev in his speech emphasized the need to redistribute college and technical school graduates in employment.

There are needs of the regional labor market, and there is a large federal labor market. The current forecast indicates a shortage of federal industry areas. In Soviet times, the personnel training system was not always tied to places of production. Today this practice needs to be brought back. This is especially important for the labor-abundant southern regions, where it is comfortable to live, where there are many young people, but in a number of areas there is no work. For example, the “Professionality” program can be successfully applied in Sevastopol when training personnel for shipbuilding — not only local, but also for the Far East, and for the shipyards of St. Petersburgsays Mikhail Razvozhaev.

Also at the strategic session, important tasks of secondary vocational education were discussed — in particular, priority when entering colleges after 9th grade for those children who want to get a profession and quickly enter the labor market, as well as the introduction in schools of the mandatory issuance of certificates of basic general education for students, who did not pass the OGE. It is assumed that this measure will allow children to enter the secondary vocational education system and obtain a profession. In addition, the issue of creating a flexible system of professional retraining and obtaining additional skills was considered in order to provide job seekers with as many employment opportunities as possible.

Let us recall that in September the Governor of Sevastopol spoke at an extended meeting of the Presidium of the State Council with a report on secondary vocational education. The proposals developed by the working group, which Mikhail Razvozhaev headed as chairman of the State Council commission in the direction of “Education”, concerned the issues of targeted training, the revival of educational and practical training in schools, combining university studies with work, the development of a professional development program, as well as mentoring.
