Ministry of Labor of Crimea: from January 1, 2023, a single universal allowance will be introduced

According to the Ministry of Labor and Social Protection of Crimea, from January 1 2023 a single universal allowance will be introduced. It will unite existing support measures for families with children from a woman’s pregnancy to the child’s years. The Social Fund of Russia will become the operator of the universal benefit.

Advantages of the universal allowance:

  • uniform rules for payments from the moment of expectation of the child until his 17 birthday;
  • the opportunity to receive support from the budget for children under 3 years old, regardless of the order of his birth;
  • an increase in support for pregnant women who are registered early — the allowance will be assigned in the amount of 50, 75 or 100% of the regional subsistence level of the able-bodied.

The universal allowance is assigned using a comprehensive means assessment, as now payments are already assigned for children from 3 to 8 years and from 8 to 17 years.

Additionally, it is possible to issue a payment from maternity capital for all children under 3 years old, regardless of the order of birth, if the family income is less than two living wages per person.

As specified in the Ministry of Labor of the Republic of Crimea, the payment from maternity capital is assigned without a comprehensive assessment of need.
