On new rules for holding auctions for the sale and lease of land plots in Crimea
CrimeaPRESS reports:
Deputy Chairman of the Council of Ministers of the Republic of Crimea Anna Anyukhina spoke about the new rules for holding auctions for the sale and lease of land plots in state or municipal ownership:
From March 1, 2023, auctions for the sale of a land plot owned by the state or municipality, as well as auctions for the right to conclude a lease agreement for such a land plot, are held in electronic form.
The auction is held on an electronic site by an operator from among the operators of electronic sites operating in accordance with the legislation on the contract system in the field of procurement. An application for participation in the auction indicating the bank details of the account for the return of the deposit is sent to the site operator in electronic form with the necessary documents attached.
Based on the results of the auction, a land plot purchase and sale agreement or a lease agreement is concluded in electronic form and signed with an enhanced qualified electronic signature of the parties.
However, in order to avoid confusion, I want to emphasize that auctions, decisions on which were made before March 1, 2023, are held according to the previous rules in the manner established by the Land Code of the Russian Federation— notes Anna Anyukhina.
Reference: The procedure for holding electronic auctions for the sale of a land plot owned by state or municipal property, and auctions for the right to conclude a lease agreement for such a land plot, is regulated by Federal Law No. 385-FZ of October 7, 2022.
