Sevastopol needs three new substations to improve the quality of power supply

As part of the Days of Sevastopol, the Federation Council today in Moscow hosted an expanded meeting of the Federation Council Committee on Economic Policy with the participation of representatives of state authorities of the city of Sevastopol on the topic «Actual infrastructure issues of the city’s development» and senators. Governor of Sevastopol Mikhail Razvozhaev made a report at the committee.
One of the hot topics is the energy issue. The lack of new power sources limits the integrated development of the city. The Ministry of Energy of Russia, together with the Ministry of Economic Development of Russia, as well as the Ministry of Construction of Russia, recommended considering the proposal of the Government of Sevastopol to include in the State Program «Development of Energy» measures for the design and construction of new power sources and power lines for substations to call on them 43/ kV Andreevka, Lyubimovka, Fiolent.
The governor stressed that residents of garden associations have repeatedly complained about power outages. The situation is especially aggravated in winter.
The topic of energy capacities was raised at the committee on economics. For the development of the North Side, we also need a substation in Lyubimovka, and we need a substation on Fiolent — the residents of Fiolent are experiencing a shortage of capacities , — said Razvozhaev.
Also at the meeting, the problematic issues of the transport infrastructure of interregional transportation were discussed. The throughput capacity is already at the limit today and does not allow to satisfy the growing demand. For example, the building of the Sevastopol bus station was built back in the 1960 years and does not meet modern requirements for the quality of service.
In addition, the government of Sevastopol decided to transfer the ferry service from Artillery Bay to Yuzhnaya Bay — to berth No. 113, which is located near the railway and bus stations.
Thus, a promising direction for the development of the transport frame of the city of Sevastopol is the unification of railway, road and sea transport in the public transport system by creating two transport interchange nodes in the city of Sevastopol: in the South Bay, at the intersection of the railway station, bus station and berth No. 113 and on the Northern side of Sevastopol, in the area of Sq. Zakharov, at the intersection of the Severnaya bus station and berth No. . The estimated amount of funding for the development and implementation of the project will be 5 billion rubles.
It is necessary to create conditions in order to develop the advantages that Sevastopol has, and they are not comparable with other regions. This is a city of federal significance, it is necessary that its development be comparable with the other two cities of federal significance , — said Andrey Kutepov, Chairman of the Federation Council Committee on Economic Policy.
Based on the results of the discussion, the senators prepared proposals for inclusion in the draft resolution of the Federation Council «On state support for the socio-economic development of the federal city of Sevastopol.» In particular, it was proposed to recommend to the Ministry of Economic Development of the Russian Federation, together with the Ministry of Energy of the Russian Federation, to consider the proposals of the City Government on co-financing within the framework of the state program of the Russian Federation «Socio-economic development of the Republic of Crimea and the city of Sevastopol», including with the involvement of non-budgetary sources, a number of events. This refers, in particular, to the construction of several transformer substations.
The Ministry of Transport of the Russian Federation was invited to consider the issue of preparing proposals for the allocation, within the framework of the federal project «Modernization of passenger transport in urban agglomerations», of budget allocations for co-financing measures to upgrade the rolling stock of public surface public transport in Sevastopol in 2023–2024 years.
The Ministry of Economic Development of the Russian Federation, together with the Ministry of Transport of the Russian Federation, is invited to consider the issue of including measures to develop design estimates and conduct surveys for the creation of two transport interchange hubs in Sevastopol in the state program «Socio-economic development of the Republic of Crimea and the city of Sevastopol» .
