Sevastopol State Traffic Inspectorate explains the rules for stopping and parking vehicles

Employees of the State Traffic Inspectorate of Sevastopol are carrying out a set of preventive measures aimed at identifying and preventing violations of parking and stopping rules.

Currently, administrative liability has been strengthened for violating the rules of stopping or parking vehicles in places designated for vehicles of disabled people. According to Part 2 of Art. 12.19 and part 1 of Art. 27.13 of the Code of Administrative Offenses of the Russian Federation provides for a fine of five thousand rubles and towing of the car.

Parking is prohibited in all places where there is a possibility of obstructing the movement of vehicles and pedestrians, as well as where a parked vehicle could create a hazard or be in danger.

Parking is prohibited:

  • at pedestrian crossings and five meters in front of them, on sidewalks, bicycle paths, as well as at points of entry/exit from them;
  • near turns and rises, if visibility of the road in any direction is less than 100 meters;
  • at intersections and closer than five meters from them, plus if a parked car blocks traffic lights or road signs;
  • closer than 15 meters from public transport stops and taxi stands;
  • on tram tracks, at railway crossings and closer than 50 meters from them, in tunnels, on overpasses, on overpasses and under them (if there are fewer than three lanes);
  • second row, and also if the distance to the solid line, dividing strip and other edge of the road is less than three meters;
  • on the side of the road outside the city on roads marked with a “Main Road” sign;
  • in other places marked with “No Stopping” road signs.

It is also prohibited to park on lawns and near water bodies, on playgrounds, places where special equipment stops, as well as in specially designated places for electric cars near chargers (if you do not have an electric car).

Parking under signs 3.27 “Stopping prohibited” and 3.28 “Parking prohibited” (often supplemented with signs indicating the time and mode of transport) is punishable by a fine of 1,500 rubles in accordance with Part 4 of Art. 12.16 Code of Administrative Offenses of the Russian Federation. It is also possible to evacuate the vehicle.

If you want to report a traffic violation, take a photo or video, prepare a statement and send a package of documents through the official website https://traffic police.rf/r/92.

In order for your application to be considered, it must contain the following information:

  • personal data of the applicant (full name, registration address, contacts);
  • date, time, place of the offense;
  • signs of observed misconduct;
  • state registration plate of the offender’s car, color, make of car.

Photos of illegal parking and/or video materials are attached to the application and sent to the State Traffic Inspectorate in a convenient way: in person, to the department office or by registered mail by Russian Post.

The application will be registered and after an inspection, a decision will be made to initiate or refuse to initiate an administrative violation case.
