The Crimean parliament gave its recommendations on the parameters and items of the republican budget

On the website of the State Council of the Republic of Crimea made public recommendations of parliamentary hearings on the draft law of the Republic of Crimea “On the budget of the Republic of Crimea for 2024 and for the planning period of 2025 and 2026”

It is emphasized that 12 national and 46 regional projects are being implemented in Crimea. More than 27 billion rubles have been allocated for this. The most resource-intensive are the national projects: “Safe, high-quality roads” – 14 billion rubles and “Healthcare” – 4.3 billion rubles.

Program expenditures of the budget for 2024–2026 are based on 27 state programs of the Republic of Crimea and amount to: in 2024 — 195.7 billion rubles, or 95.8% of the total expenditures of the regional budget; in 2025 – 205.7 billion rubles, or 97.5% of budget expenditures; in 2026 – 156.9 billion rubles, or 96.2% of budget expenditures.

The largest share of the total volume of program expenditures falls on 5 state programs of the republic: development of education (23%), development of road infrastructure (23%), development of healthcare (15%), reform of housing and communal services (14%), social support for citizens (8 %).

The total budget revenues of the Republic of Crimea for 2024 will be 202.1 billion rubles, the total expenses will be 204.2 billion rubles; the total income for 2025 will be 210.4 billion rubles, the total amount of expenses will be 214.1 billion rubles, the total amount of income for 2026 will be 166.0 billion rubles, the total amount of expenses will be 169.4 billion rubles.

The budget deficit of the Republic of Crimea in 2024 will be 2.1 billion rubles, in 2025 – 3.7 billion rubles, and in 2026 – 3.4 billion rubles.

The budget of the Republic of Crimea for 2024 provides 100 billion rubles for financing sectors of the social and cultural sphere (share in total expenditures — 49.0%), including:

• for education – 43.1 billion rubles;
• for social policy — 31.2 billion rubles;
• for healthcare – 17.7 billion rubles;
• for culture and cinematography – 5.2 billion rubles;
• for physical culture — 1.6 billion rubles;
• for the media – 1.2 billion rubles.

In addition, the most significant expenses from the budget of the Republic of Crimea are provided for the following sectors of the economy:

• for the national economy — 68.1 billion rubles;
• for housing and communal services — 26.2 billion rubles.
