The Federation Council created a bill on mandatory registration of real estate in Crimea

The bill proposes to establish a deadline for the provision of documents that are the basis for state registration of rights to real estate located on the territory of the city of Sevastopol and the Republic of Crimea, for state registration of the corresponding rights <...> in the Unified State Register of Real Estate — until January 1, 2026follows from the explanatory note to the bill.
Now for residents of Sevastopol and Crimea there is a provision enshrined in Article 12 of the federal constitutional law “On the admission of the Republic of Crimea into the Russian Federation and the formation of new subjects within the Russian Federation — the Republic of Crimea and the federal city of Sevastopol”, according to which documents on education, civil status, pensions and property rights issued by Ukraine or official bodies of the Autonomous Republic of Crimea and the city of Sevastopol are valid without confirmation from Russian authorities and without establishing any period.
As the authors note, this situation in practice leads to the fact that state registration authorities do not have information about a significant number of owners of real estate, which has a direct negative impact on tax revenues to the budgets of Sevastopol and the Republic of Crimea.
The materials for the bill emphasize that currently, for residents of Donbass and Novorossiya, according to current regulations, the deadline for submitting documents for state registration of relevant rights to real estate and transactions with it is set until January 1, 2028.
