The former head of the Krymenergo division was taken into custody

The Main Investigation Department of the Investigative Committee of Russia for the Republic of Crimea and the city of Sevastopol has opened and is investigating a criminal case against the former director for the sale of services and transmission of electrical energy of the State Unitary Enterprise of the Republic of Crimea «Krymenergo». He was charged with exceeding official powers, committed by a group of persons by prior conspiracy out of selfish and other personal interest (clauses “d”, “e”, part 3 of article 286 of the Criminal Code of the Russian Federation).
An investigator from the Department for Investigation of Particularly Important Cases established that the official, being the head of the department for the operation and repair of metering devices of the enterprise, was responsible for the accuracy of accounting for the receipt, distribution and consumption of electricity. In order to improve performance in identifying facts of unmetered and non-contractual consumption of electricity by subscribers, for further career growth, receiving a stable salary and bonuses, he developed a criminal scheme, forming, together with other unidentified managers of the enterprise, a commission not provided for by regulations to check electricity metering devices— reported in Sledkom.
It is clarified that the commission selectively carried out inspections of individuals and legal entities throughout the peninsula, during which they artificially created evidence of unaccounted and non-contractual consumption of electricity by subscribers, followed by drawing up reports and unjustifiably charging them colossal amounts of debt for allegedly consumed electricity.
From March to June of this year, the commission carried out inspections of five subscribers from among legal entities in the educational, agricultural and production sectors, as a result of which the volume and cost of allegedly unaccounted electricity consumed by them was calculated in an amount exceeding 13 million rubles. It was also revealed that the refrigeration equipment of one of the victims was disconnected from the network, which led to damage to agricultural products worth 2 million rubles. The criminal scheme was identified during a prosecutor’s investigation and as part of the operational work of the Department for Economic Security and Combating of the Ministry of Internal Affairs in the Republic of Crimeainvestigators said.
An investigator from the Department for Investigation of Particularly Important Cases, as part of visits to subscribers’ locations, carried out inspections of metering devices with the involvement of specialists and other necessary investigative actions to collect and consolidate the evidence base.
A preventive measure in the form of detention was chosen for the person involved in the criminal case. Further measures are being taken to identify other possible victims of this criminal scheme.
