The introduction of a tourist tax in the Republic of Crimea before the end of the special military operation is inappropriate

The Head of the Republic of Crimea stated that it is inappropriate to introduce a tourist tax in the Republic of Crimea until the end of the special military operation. Sergey Aksyonov recalled that the State Duma of the Federal Assembly of the Russian Federation adopted amendments to the Tax Code of Russia in July of this year, which provide for the introduction of a tourist tax. The mechanisms for its implementation are currently being discussed.
It is expected that regions will be able to introduce this tax from the beginning of 2025. It will replace the resort tax experiment previously conducted in some regions. The tax will be related to local taxes and will be introduced by regulatory legal acts of representative bodies of municipal entities.
Payers of the tourist tax will be organizations and individuals, including individual entrepreneurs, who provide services for the provision of temporary accommodation for tourists in accommodation facilities.
According to Sergey Aksyonov, it is illogical to burden tourism enterprises with an additional tax at the present time. «For two years in a row, we have provided hoteliers with support measures in connection with the decline in tourist flow. As soon as the SVO goals are achieved, we will analyze the results of other regions that decide to introduce a tourist tax, and return to this issue,» the Head of Crimea said.
REFERENCE. A resort fee is a payment that hotels, sanatoriums and boarding houses charge tourists in addition to the cost of accommodation. The funds collected are used to build and improve resort infrastructure. Until December 31, 2024, the fee was allowed to be introduced as part of an experiment in the Altai, Krasnodar and Stavropol Territories, as well as in St. Petersburg. Crimea refused to charge an additional fee from tourists in 2022. From 2025, the resort fee will be transformed into a tourist tax, and the possibility of its introduction will be extended to all regions of Russia. However, its introduction is a right, not an obligation.
