The prosecutor's office of Sevastopol took care of the city's construction waste dumps

Under the chairmanship of the prosecutor of Sevastopol Maxim Zhuk and the governor of Sevastopol Mikhail Razvozhaev, an interdepartmental meeting was held on the implementation of legislation in the field of construction waste turnover. This was reported by the press service of the regional prosecutor’s office. It is noted that the first part of the meeting was held in an offsite format.
The prosecutor and the governor visited the construction site of an indoor skating rink with artificial ice near the intersection of st. General Melnik and Laboratory Highway, which is being built by Asgard LLC.
It was established that the contractor for this facility did not receive permission to move construction waste, despite the fact that he has such an obligation under the terms of the state contract. As a result, during the excavation work, its unauthorized storage was allowed on the land plot along the road along the street. General Melnik— the press service reports.
Also, Maxim Zhuk and Mikhail Razvozhaev inspected the land plot on the street. General Melnik, 80, intended for individual housing construction, where an individual who is the owner illegally erected a four-story apartment building. In 2023, on the basis of a court decision on the suit of the government of Sevastopol, the house was demolished. Currently, the site is cleared of construction waste.
The final point of the visiting part of the meeting was the construction site at 162-A, General Ostryakova Ave., where the construction of the shopping center has begun. At the same time, at the moment there are no legal grounds for carrying out construction activities; the developer has not received permits for the disposal of construction waste.
The second part of the meeting was held in the prosecutor’s office of the city of Sevastopol. Maxim Zhuk noted that taking into account the active construction on the territory of Sevastopol, the issue of disposal of construction waste in the city is becoming increasingly important.
If in 2021 the government issued 219 permits for the movement of waste generated during demolition, dismantling, repair and other activities, in 2022 there were 189 such permits, then already this year, in less than three months, 115. At the same time, Sevprirodnadzor identified more 100 places of unauthorized dumps, and more than 90 by prosecutors. Over 50 places of unauthorized storage revealed last year remain unliquidated. And already in 2023, more than 30 new unauthorized dumps were identified— said Maxim Zhuk.
In 2022, prosecutors in the designated area identified more than 370 violations of environmental legislation. As a result of the prosecutor’s intervention, over 80 landfills were eliminated. First Deputy City Prosecutor Dmitry Tellin, speaking with a keynote speech, noted that in September-October 2022, the prosecutor’s office conducted a scheduled inspection of the implementation of legislation in the field of construction waste circulation. Based on its results, numerous violations of laws were revealed, prosecutorial response measures were taken, joint decisions were developed with the authorities and law enforcement agencies aimed at preventing new violations and eliminating negative consequences.
However, certain issues require additional measures. So, so far, it has not been possible to eradicate cases of movement of construction waste without obtaining permits.
The reconciliation revealed that out of 54 facilities supervised by the Department of Capital Construction, permits for the movement of construction waste were received only for 19 facilities. Of the 65 sites supervised by the Department of Transportation and Road Infrastructure Development, only 33 sites received permission to move. This circumstance prevents control over the movement of construction waste across a number of construction sites. There is no information about the final place of their storage. In total, in 2022-2023, construction waste with a volume of more than 180 thousand tons was removed from 50 sites without obtaining appropriate permits— reports the press service of the prosecutor’s office of Sevastopol.
The Governor of Sevastopol, Mikhail Razvozhaev, identified ways to resolve problematic issues in the area under consideration and gave a number of instructions to the heads of structural divisions of the City Government.
The prosecutor also noted the need to intensify the work of the traffic police to identify trucks transporting construction waste without documents, as well as taking the whole range of measures against drivers who violate the procedure for transporting and unloading waste without appropriate permits, up to placing vehicles in specialized parking lots.
As a result of the meeting, a decision was made, which identified joint measures to strengthen the state of legality in the field of construction waste circulation in Sevastopol.
