There are fewer notaries in Sevastopol, but specialists cope with the workload

The situation with providing the residents of Sevastopol with the services of notaries was in the center of attention of the deputies of the Legislative Assembly in September. How true the gloomy assumptions sounded at the same time and how things really are, the Sevastopol portal ForPost was told by the President of the Notary Chamber of Sevastopol Olga Kalenkovich.

Recall: at the 27 September meeting, the deputies of the Legislative Assembly reduced the number positions of notaries from 15 to . This was done, as explained by the chairman of the committee on legislation and state building Vasily Zubenko, in connection with the termination of the powers of 5 notaries. In addition, as was emphasized more than once during the discussion, according to federal standards, there should be 1 representative of this profession per 15 thousand inhabitants. In our country, with the official population (62 thousands of people), their number is more than redundant.

This explanation did not convince everyone: Roman Kiyashko, in particular, recalled that the official number of inhabitants does not match the real one. And hardly anyone will argue with this. But in this case, as Olga Kalenkovich explained to ForPost, there is no reason for indignation. After all, 15 notaries, according to federal regulations, are enough for a city with a population of 930 thousand human.

How did it happen that Sevastopol ended up in more favorable conditions compared to other Russian cities? Such a decision, according to Olga Kalenkovich, was made after his return to Russia. At the beginning 2014 of the year, there were 15 notaries engaged in private practice in the city, and also state-owned — that is, almost twice as much as Russian norms suggested.

The professional community is faced with a serious problem. Try to weed out half of the employees according to some criteria that are still not known how to determine! Therefore, a wise and humane decision was made: everyone who wants to continue working and pass the qualifying exam will remain.

If the notary retires, moves to another region, or stops working for some other reason, the vacant position is liquidated. And so on until the number is brought into line with the norms of the Russian Federation , — explains Olga Kalenkovich.

The reduction of vacancies that took place in September, according to her, is connected with the retirement of 4 notaries. Another representative of this profession simply resigned for personal reasons. Therefore, the deputies had only to consider the appeal of the Ministry of Justice to them and reduce the vacant positions.

This is a normal, natural process that brings the situation in line with the legislation of the Russian Federation , — the head of Sevastopol notaries once again emphasizes.

There was also a mention in the hall of the Legislative Assembly that recently, in connection with well-known events, the workload on notaries has increased significantly. Olga Kalenkovich confirms this fact. The growth in the number of appeals began from the moment refugees began to arrive in Sevastopol. Since Sevastopol notaries speak Ukrainian, the translation of documents has also become their duty. At the same time, the refugees — such was the decision taken — pay only the state fee, but not the cost of services of a legal and technical nature.

The amount of the benefit, which was provided in this way to refugees, today is 9 million 300 thousand rubles.

Of course, the load has increased. But it’s okay — people need help. Recently, after the announcement of mobilization, the number of applications for certification of powers of attorney, wills and consents has increased — to accompany children, alienate property, etc. Someone has their own business — they need to issue a power of attorney to manage it. The situations are different. But to say that it had a very strong influence on our work is impossible. We cope with the load, we don’t have queues, since we are still almost twice as many as according to the norms of the Russian Federation. The availability of notarial services for the residents of Sevastopol does not cause concern. But the mobilized in any case have the right to be accepted out of turn , — says Olga Kalenkovich.

The mention of the wills that the mobilized people make cannot but give way to pain in every living heart. But if we ignore today’s difficult context, drawing up a will, the interlocutor emphasizes, is a normal and necessary action for everyone who has something to leave to relatives and friends. After all, no one is immune from accidents in our world, regardless of age. Including in peacetime.

This is a very sensible decision — to dispose of your property during your lifetime so that the heirs do not have to conflict. Recently, young people have also understood this, who see a necessary legal act in drawing up a will , — says the head of the Notary Chamber.
