The migration situation, as well as the situation in the Republic of Crimea as a whole, was significantly affected by the coronavirus pandemic, as well as changes in the geopolitical situation in connection with the conduct of a special military operation by the Armed Forces of the Russian Federation in the territories of Ukraine, the Donetsk and Lugansk People’s Republics.
First of all, this is due to a significant decrease in transport activity, the closure of borders with individual states, including the CIS countries, as well as a massive influx of people into our country from territories where active hostilities are taking place.— noted in Migration Department of the Ministry of Internal Affairs for the Republic of Crimea.
According to the automated analytical reporting system of the State Migration Registration Information System, as of March 31, 2023, there were 129,727 foreign citizens in the Republic of Crimea (the same period last year (hereinafter referred to as APPG) 88,125) foreign citizens.
In the structure of foreign citizens in the Republic of Crimea, 83.4% are citizens of Ukraine (106,076 people), 8.3% are citizens of Belarus (10,585 people); 2.7% citizens of Uzbekistan (3,450); 1.4% citizens of Armenia (1,288); 1.3% citizens of the DPR (1,651) 1.2% citizens of Tajikistan (1,507); the total number of citizens of other states is 1.7%.
The nature of migration processes on the territory of the Republic of Crimea indicates that one of the main factors affecting the social, economic, political and criminal situation in the republic is illegal migration.
Illegal migrants pose a threat to the national security of the Russian Federation, since they are not subject to state registration, they are excluded from the system of official employment, taxation and, importantly, social protection of the state, which means that they often find their livelihood in the shadow sector of the economy or by committing administrative offenses and crimes.
The methods of counteracting illegal migration are, on the one hand, the creation of conditions for the maximum favorable conditions for the stay of those categories of foreign citizens whose stay in Russia meets its interests, on the other hand, the formation of an effective system of control over the stay and employment of foreign citizens.
Improving the quality and accessibility of the provision of public services remains a priority task in the activities of the migration departments.
When providing state services to foreign citizens, informing and explanatory work is carried out about the onset of administrative and criminal liability.
The divisions on migration issues of the Ministry of Internal Affairs in the Republic of Crimea revealed 3123 (APPG 4085) violations of the migration legislation.
Over the past period of 2023, there was a decrease in detected offenses in the field of migration.
Thus, the number of violations committed by the host party under Article 18.9 of the Code of Administrative Offenses of the Russian Federation amounted to 230, which is 2.2 times less than in the same period last year (APPG 512), under Art. 18.8 (violation of the rules of entry or stay in the Russian Federation) — 326 (APPG 410), under Art. 18.15 (illegal employment) — 37 (APPG 175), under Art. 18.20 (violation of the term for applying for a patent) — 22 (APPG 484).
At the same time, the number of foreign citizens brought to administrative responsibility for violation of migration rules (Article 18.11 of the Code of Administrative Offenses of the Russian Federation) increased by 12 times — 109 (APPG 9), which is associated with the provision by foreign citizens of knowingly false information when determining their legal status in the territory of the Russian Federation. Federation.
Based on the results of inspections, the Ministry of Internal Affairs for the Republic of Crimea sent 66 (APPG 109) materials on the facts of violation of migration legislation to initiate criminal cases, of which: under Art. 322.2 of the Criminal Code of the Russian Federation (fictitious registration of a citizen of the Russian Federation at the place of stay or at the place of residence in a residential building in the Russian Federation and fictitious registration of a foreign citizen or stateless person at the place of residence in a residential building in the Russian Federation) — 26 (APPG 8); under Art. 322.3 of the Criminal Code of the Russian Federation (fictitious registration of a foreign citizen or stateless person at the place of stay in a residential building in the Russian Federation) — 37 (APPG 93); under Art. 327 of the Criminal Code of the Russian Federation (forgery of a certificate, passport or other official document) — 3 (APPG 8).
The courts of the Republic of Crimea issued 241 (APPG — 76) decisions on the administrative expulsion of foreign citizens from the territory of the Russian Federation.
57 foreign citizens were expelled from the Russian Federation. With regard to 417 (APPG-172) foreign citizens, submissions were sent on non-permission to enter the territory of the Russian Federation.
In order to prevent offenses in the field of migration in the information and telecommunications network «Internet», on the website of the Office for Migration of the Ministry of Internal Affairs in the Republic of Crimea (hereinafter — the MIA of the Ministry of Internal Affairs in the Republic of Crimea) posted and maintained up to date memos for employers who attract foreign citizens to carry out labor activities and persons acting as hosts for foreign citizens, changes in the legislation of the Russian Federation and other regulatory legal acts in the field of migration.

Also, a training seminar was organized for specialists of the State Budgetary Institution «Center for Social Services for the Family, Children and Youth» on the topic: «Organization of social work with families, children and youth who were forced to leave their place of permanent residence and families of participants in the SVO.» During the training event, the participants were informed about the current changes in the legislation in the field of migration related to the admission of four new subjects to the Russian Federation, including the provisions of Decree of the President of the Russian Federation of December 26, 2022 No. 07/25/2002 No. 115-FZ in terms of obtaining a passport of a citizen of the Russian Federation and permits for this category of citizens.
In accordance with the Cooperation Agreement between the State Budgetary Institution of the Republic of Crimea «MFC» and the Ministry of Internal Affairs for the Republic of Crimea, in order to provide methodological assistance aimed at training and improving the skills of employees of multifunctional centers on the provision of public services in the field of migration legislation, employees of the Department of Internal Affairs of the Ministry of Internal Affairs for the Republic of Crimea were classes were held, during which current changes in the field of migration were brought up, specific examples of the provision of public services were considered, answers were given to questions from employees of My Documents centers and offices.

This work is carried out on an ongoing basis: in the course of advising potential employers and labor migrants when they personally contact the unit, by phone, when considering written and Internet appeals, as well as within the framework of participation in various awareness-raising events held both on the initiative of the UVM Ministry of Internal Affairs for the Republic of Crimea, and at the invitation of other interested bodies and departments.
Employees of the Department of Internal Affairs of the Ministry of Internal Affairs for the Republic of Crimea take part in seminar-meetings organized by the State Committee for Interethnic Relations of the Republic of Crimea with representatives of state authorities, municipalities, employers that attract foreign labor, national-cultural autonomies and other public organizations of the Republic of Crimea, in accordance the agenda and regulations of which cover current changes in migration legislation regarding foreign citizens who arrived in the Russian Federation for the purpose of carrying out labor activities, as well as employers attracting these foreign citizens, liability for violations of the requirements of migration legislation governing this procedure, answers are given to questions of the participants of the event.
In addition, at the place of provision of public services in the field of external labor migration among employers, customers of works (services) and their representatives who apply for attracting and using foreign labor, and foreign citizens applying for issuing permits for the right to work , leaflets are distributed on the requirements of the migration and labor legislation of the Russian Federation, which regulates the procedure for attracting foreign citizens to work in the Russian Federation, and responsibility for their non-compliance, developed by the State Committee for Interethnic Relations of the Republic of Crimea.
