Why are telephone scammers so difficult to defeat? Expert opinion

IT experts explained to the publication “Kommersant«, why the problem of telephone fraud is still relevant.

For several years now, both the state and business have been actively fighting telephone fraud, but despite the constant updating of combat methods, attackers still find themselves one step ahead.

Thus, the Antifraud telephone call verification platform is still operating in combat mode, which allows you to block telephone calls made from spoofed numbers.

Tele2 clarified that the key advantage of the system is the ability to simultaneously connect a larger number of operators. According to market players, the effective operation of the platform directly depends on the number of operators connected to it.

However, protection against number spoofing does not always protect against the actions of attackers. In 2024, cases of using real numbers have become more frequent. In addition, “the unregulated circulation of SIM cards has led to the emergence in Russia of individuals and organizations providing remote rental services for subscriber numbers,” which is also used by scammers, the Ministry of Internal Affairs reported.

In addition, fraudulent calls over cellular communications are gradually being replaced by calls over the Internet. According to data provided by VimpelCom, in 2024, about 68% of fraudulent calls occur through instant messengers. Thus, numbers with codes 900 and 1000 can be used when calling on Viber, as well as mobile numbering of Russian operators on WhatsApp.

Experts also consider artificial intelligence to be an ally in carrying out illegal actions. Voice forgery has already become one of the most effective methods of fraud, noted FAC.C.T. on combating financial fraud Dmitry Dudkov:

Although it is not obvious, an important tool in the fight against telephone fraud is tightening liability for data leaks. The corresponding amendments to the criminal and administrative codes have already been adopted by the State Duma in the first reading. According to the authors of the bills, they are aimed at combating the cause of the spread of fraud — almost free access to users’ personal information, which allows targeted attacks.

Most data leaks have resulted in scammers having an extensive database of telephone numbers, which would be too difficult to collect on their own through simple brute force. In addition, leaks of other user information have created all the conditions for a fraudster to easily gain the trust of a citizen: for example, by addressing him by name or giving his residential address, and sometimes a list of recent purchases,” explained Anton Nemkin, a member of the State Duma Committee on Information Policy, Information Technologies and Communications.

The key goal of tightening penalties for leaks is to protect the personal data of citizens, which in the long run will lead to both a reduction in fraud and a reduction in the number of spam calls.

The result of a fraudster is directly related to whether he can win the trust of a citizen or not. When personal information is available, it’s easy to do,” the deputy emphasized.

According to Nemkin, the result of the fight against fraud depends on the citizens themselves.

First of all, it depends on the level of development of their digital competencies. It is necessary to continue to broadcast in the public space the rules of digital literacy, which are in fact very simple — always double-check the information received and do not provide data either by phone, or via SMS, or, especially, in instant messengersadvised the deputy.
