A round table on the problems of cybercrime in the financial sector was held in Sevastopol

Representatives of the banking system, law enforcement and supervisory authorities, regional authorities, business and the telecommunications market agreed to improve the single information field to combat cybercrime. This is the result of an interdepartmental meeting held in the regional center «My Business Sevastopol» to reduce the number of theft of funds committed using information and telecommunication technologies. Mikhail Bezhan, Head of the Sevastopol Branch of the Southern Main Directorate of the Bank of Russia, spoke about the scale of cyber threats based on the statistics of the mega-regulator:

In 2021 the country experienced an increase in the number of transactions without the consent of clients. Compared with 2020 year, the number of such operations increased by more than a third, the amount of money stolen from Russians amounted to 13,5 billion rubles, which is almost % more than in 2020 year. The dynamics of growth in the number and volume of transactions without the consent of the client was also recorded in the first quarter of the current year.

The expert emphasized that the fight against cyber fraudsters is one of the priority areas in the Bank of Russia, and spoke about the tools used by attackers.

The phone is still the main channel of attacks , — says Mikhail Bezhan. — Then there are Internet resources where citizens leave their personal data and payment information. There is an increase in the number of thefts through terminals and ATMs, which is associated with the active use of combined schemes by attackers, when citizens are forced to make transfers through these devices to the accounts of fraudsters.

According to an employee of the department for solving crimes in the field of information technology of the Criminal Investigation Department of the Ministry of Internal Affairs of Russia for the city of Sevastopol, Alexander Kazarkin, about the main problematic issue in solving crimes committed using IT technologies , is the lack of awareness of citizens about the methods of committing crimes and the insufficient level of digital literacy. The expert recommends improving the interaction between banking institutions and mobile operators, and informing bank employees of their customers about measures to protect funds from fraudulent attacks.

The participants of the meeting drew attention to the fact that fraudsters use the current agenda, for example, sanctions restrictions, information about payments, compensation, etc. In addition, at the beginning of the year, the banks themselves became targets for attackers, which experienced a multiple increase in hacker attacks.

During the discussion, the participants of the round table announced the preventive measures taken to improve the financial literacy of the population, to protect clients’ funds, to apply security measures, to respond in a timely manner and to suppress unauthorized transactions.

The representatives of the parties agreed to continue to work together to develop new effective measures in the fight against theft of money using IT technologies.

The key factor in this work is the speed of reaction: the faster we block the tools of scammers, the fewer people will suffer from their actions.
