Crimea is only FOR legal regulation of the activities of guest houses

A meeting of the Committee of the State Duma of the Russian Federation on Tourism and Development of Tourist Infrastructure was held on the topic of conducting an experiment to establish the legal status and foundations of legal regulation of the activities of guest houses. For Crimea, the issue is more than relevant. The Ministry of Resorts and Tourism of the Republic of Crimea proposes to supplement the bill with some amendments.

Participation in the experiment should be provided for guest houses, the rights to which were registered before the entry into force of this bill. Further construction of guest houses must be regulated within the framework of current urban planning standards. The question is being discussed whether the owner should be registered at the location of the guest house, on the territory of Crimea, in order for taxes to remain in the regional budget. There are a lot of disputes regarding the number of rooms and footage — we believe that the development of such standards can be left to the regionssaid the head of the Ministry of Resorts of the Republic of Crimea, Vadim Volchenko.

In the Republic of Crimea, according to his information, there are about 9 thousand such accommodation facilities. According to the minister, this is a fairly serious volume, which, if legalized, could increase the number of rooms in Crimea by about 140 thousand beds.

According to the developer of the bill, State Duma deputy Natalya Kostenko, guest houses make a huge contribution to the development of the industry — this is a historical fact and the most accessible, in-demand tourism sector. Regulating the issue will help tourists choose a safe holiday and increase their comfortable stay in tourist places.

It is also important to note all the preferences that will be possible after voluntary registration in the unified register — preferential lending programs, classification services, incentives for domestic travel, participation in government support programs — everything that these accommodation facilities are currently deprived of and what this will lead to lawemphasized Vadim Volchenko.

Deputy Minister of Economic Development of the Russian Federation Dmitry Vakhrukov said that a transition period will be provided for the experiment, which is currently planned to be introduced in the Krasnodar Territory, the Republic of Crimea and the city of Sevastopol.
