President of the Federal Notary Chamber Konstantin Korsik announced the implementation of a pilot project with one of the largest banks in the country: the service “Receiving an inheritance without a visit to the bank” has been introduced using an electronic certificate of inheritance.

The news was announced in the Federation Council as part of the round table “Increasing the accessibility of notary services for citizens: development of digital services.” Fundamental question: digital services are planned to be developed. Including in the field of inheritance.

As Natalia Kronshtadtskaya, project manager of the Federal Public Institution «State Technologies» of the Ministry of Digital Development, noted, today, as part of the super service «Loss of a loved one», an heir can receive a certificate of the right to inheritance in pdf format from the State Services, which is not intended for use by other departments and organizations.

We propose to consider the possibility of developing a certificate of inheritance in the form of a structured electronic document, — she said. — This will allow us to exchange data with other organizations, authorities and minimize personal visits of citizens to the office to register an inheritance. According to the data presented at the round table, every year heirs receive five million certificates of inheritance. Banks process about a million requests regarding the payment of inheritances. As for the pilot project, as noted in one of the large banks, about 600 thousand heirs apply to its branches every year. If you follow the usual procedure, they bring a paper certificate of inheritance rights and receive a payment. But now it is possible in some cases to resolve the issue remotely.

At the request of the heir, the notary who issued the certificate of right to inheritance generates and sends electronically to the bank through the Unified Notary Information System a package of documents certified by him for payment to the heir of the funds due to him. A bank employee will check the set of received documents and make payment of inheritance on accounts and depositsexperts explain.

In this case, the heir no longer needs to come to the branch in person. Based on electronic documents transferred by notaries, the inheritance will be credited by the bank to his card.

The notary office has the potential for the further development of digital services that are convenient and in demand by citizens, experts say. One of the most important tasks for the near future is the development of the state infrastructure for receiving documents in electronic form.

For several years now, notaries have been able to draw up legally significant documents in digital form, bypassing the paper format. In order for the applicant to take advantage of all the advantages of “digital” in this part, it is important to ensure the ability to present such documents at the place of request in electronic format,” explained Konstantin Korsik.

Another current initiative is the connection of the Unified Notary Information System to the broadcast distribution of the Unified State Register of Civil Registry Offices. The State Duma is considering a bill according to which the notary information system will promptly receive information about the death of citizens, as well as corrections and changes in the records of death acts.

This measure is aimed at timely suppression of cases of illegal use of powers of attorney of deceased citizens, — explained First Deputy Chairman of the Federation Council Committee on Constitutional Legislation and State Construction Irina Rukavishnikova.
