You can find out about the accident rate of a house on the eve of purchasing a home in an extract from the Unified State Register of Real Estate. Yulia Zhiganova, Deputy Chairman of the State Committee for State Registration and Cadastre of the Republic of Crimea, announced this to potential buyers of individual houses and apartments in apartment buildings.

Recall that, in accordance with Federal Law No. 148-FZfrom February 1, 2022, state authorities and local governments are required to send intelligence on the recognition of apartment buildings as emergency and subject to demolition, as well as on residential buildings unsuitable for habitation in order to enter this information into the USRN. Thus, when planning the purchase of real estate, citizens can minimize the risk of buying emergency housing.

The fact is that an external visual inspection of real estate may not always signal that the house is not habitable. At the same time, the purchase of an apartment in an emergency building is not prohibited by law, which means that the transaction will be registered if there are no reasons for suspension. That’s just the owners who bought such housing after the entry into force of Federal Law No. 148 will not be able to further qualify for participation in the regional emergency housing relocation program. However, the buyer has the right to terminate the transaction in court on the basis of Art. 475 of the Civil Codebut only if the seller did not warn him that the house was declared emergency.

You can avoid such situations by ordering an extract from the USRN in paper form at the office of the My Documents Public Services Center (MFC) or in electronic form in the personal account of the portal «public services«. Because the personal data of real estate owners is not available to third parties from March 1, 2023when purchasing an individual residential building or apartment in an MKD, ask the seller to take care of the availability of an extract in advance.

Any citizen can obtain information about the recognition of an apartment building as emergency and subject to demolition by ordering an «Extract on the property» or «Extract on the main characteristics and registered rights to the property», contacting the MFC or using the portal «Gosuslugi»— Yulia Zhiganova notes.
