Russians who have earned a long insurance period, residents of the Far North and mothers of many children — this is not a complete list of those who have the right to receive early pensions. «Parliamentary newspaper» reminds who else this year will be able to retire without waiting for the standard retirement age.

On a universal basis

In 2024, the old-age insurance pension will be granted to women at 58 years of age and to men at 63 years of age. The length of service required to grant a pension is at least 15 years. Also, the applicant for payments must achieve at least 28.2 individual pension coefficients.

An old-age insurance pension is assigned regardless of whether the employment relationship continues or the employee retires. In addition, certain categories of citizens can apply for this type of pension ahead of schedule. Preferential categories include, for example, those working in special and hazardous working conditions, working in the Far North and equivalent areas, mothers of many children,” noted Svetlana Bessarab, a member of the State Duma Committee on Labor, Social Policy and Veterans Affairs.

Harmful and dangerous

The right to early retirement is available to employees who work in enterprises with harmful and dangerous working conditions (lists No. 1 and No. 2), as well as representatives of other professions, the list of which is determined by the Government. For example, these are loading and unloading machine operators in ports, drivers of buses, trolleybuses, trams on regular city passenger routes, civil aviation aircraft maintenance engineers.

For long experience

Russians who have earned a long work history are also entitled to early pensions. This is 42 years for men and 37 years for women. They can retire two years earlier than the generally established age. At the same time, in 2022, a law was passed that included military service in the army in the length of service when assigning a pension on preferential terms. The same law provides that preferential length of service includes any service, including under a contract or in volunteer formations during participation in the Northern Military District.

People who were laid off due to staff reduction or due to the liquidation of an enterprise can also be granted a pension two years earlier than the generally established age. In this case, men must have at least 25 years of insurance experience, and women — 20 years. In such cases, pensions are assigned on the recommendation of the employment service if it was not possible to find employment for these specialists.

For social reasons

Early retirement is considered as one of the instruments of social support. And, accordingly, it can be prescribed for social reasons. For example, the following are entitled to it:

  • One of the parents of a disabled child since childhood upon reaching 50 years of age for women or 55 years of age for men. However, in this case, it is important to have insurance experience. It must be at least 15 years for women and at least 20 years for men.
  • Guardian of a disabled child since childhood. In this case, the retirement age is reduced by one year for every year and a half of guardianship, but not more than by five years. Experience requirements: at least 15 years for women and 20 for men.
  • Women who have given birth to two or more children, upon reaching 50 years of age, with an insurance record of at least 20 years, who have worked for at least 12 calendar years in the Far North or at least 17 calendar years in equivalent areas.
  • Women who have given birth to five or more children and raised them until the age of eight, upon reaching the age of 50 with at least 15 years of insurance experience.
  • If a woman gave birth and raised four or more children before the age of eight, her retirement age is reduced by four years from the generally established one, but it cannot be less than 55 years. For a woman who has given birth to three or more children, the retirement age is reduced by three years, but again she will be able to retire no earlier than at age 55. A necessary condition for this is having at least 15 years of experience.
  • Also, people who have worked in the Far North for at least 15 years or at least 20 years in equivalent areas have the right to early retirement.
