War veterans, disabled people and citizens affected by radiation disasters can apply for compensation for housing and communal services through the portal of public services, the MFC or the social security department. The term for making a decision is no more than 10 working days. These rules will apply to all federal beneficiaries. The government approved for them a single standard for providing compensation for housing and communal services. Decree, notes parliamentary newspaperwill come into effect July 1st.
Who will be compensated
Discounts on rent — one of the forms of support for certain categories of citizens.
- Heroes of Socialist Labor, Heroes of Labor of the Russian Federation, full cavaliers of the Order of Labor Glory and members of their families, Heroes of the Soviet Union, Heroes of the Russian Federation, full cavaliers of the Order of Glory and members of their families do not fully pay for housing and utilities, the discount is 100 percent.
- Fifty percent of the expenses are compensated by the state to the participants of the Great Patriotic War, including those who worked in the rear, Chernobyl survivors and their widows, combat veterans and war invalids, disabled people and families with disabled children, residents of besieged Leningrad.
- Teachers, heads, their deputies, heads of structural units and their deputies in rural schools and other state employees are entitled to monthly compensation for housing, heating and electricity, provided that they live and work under an employment contract in villages, villages or urban-type settlements. The amount of compensation is 12 thousand rubles per month.
The regions have their own benefits. They are received, for example, by veterans of labor and military service, large families, pensioners, honorary donors.
Single standard
For federal beneficiaries, from July 1, uniform approaches to providing compensation for the cost of housing and communal services for all regions will begin to operate. Now these requirements are contained in various federal, regional and municipal legal regulations.
The new document states that an application for compensation for services can be submitted through the public services portal, the MFC, or by personally contacting the social security authorities. The applicant must provide documents for housing, if necessary, a court decision on the presence of dependent children under 18 years of age, information about full-time education of children. The entire list of documents consists of 25 items, but most of them are requested from other departments in electronic form.
The responsible body is obliged to consider the application and make a decision on compensation within 10 days.
The grounds for refusing compensation may be the provision of documents that contradict the information obtained in the course of interdepartmental interaction, the applicant’s inconsistency with the category of persons entitled to the service, the presence of a confirmed court debt on payment of housing and communal services, formed no more than for the last three years. Also, compensation will be denied to those who already receive such services.
The resolution noted that Russians, foreigners and stateless persons who from May 11, 2014 to September 29, 2022 permanently lived on the territory of the DPR and LPR, as well as those who from February 24 to September 29, 2022 permanently lived in Zaporozhye and Kherson regions, can submit documents drawn up in Ukrainian.

Regional and municipal authorities, when assigning support from their budgets, may establish additional requirements for the provision of assistance.
