Notaries identify false heirs through the registry office

In the Federal Notary Chamber, notes «Russian newspaper», reported that access to a unified civil registry office database has significantly expanded the notary’s ability to expose fraudsters. For example, even a change of name will not save the debtor: they will find him. And the ex-wife will not be able to pass herself off as the inconsolable wife of the deceased if the registry office has long been marked for divorce.

Sometimes swindlers look for people who look like deceased citizens, give their passports to “understudies” and send them to make transactions with “orphaned” property, experts say. — A real-life incident: her neighbor came to the MFC with the documents of a deceased woman. And, pretending to be a friend, who was no longer alive by that time, she gave her apartment to her son. For a long time later, this deal was canceled through the court by the true heirs.

In turn, notaries, as part of their interaction with the registry office, can obtain information about all vital records: birth, marriage, divorce, paternity and death. On average, the registry office receives more than 11 thousand requests from notaries per day.

Information about divorce helps notaries, for example, to stop attempts by ex-wives to hide the fact of divorce and receive part of the inheritance after the death of ex-husbands, — they say at the notary office. — There are also funny cases. So, for example, a citizen came to the notary who forgot that 10 years ago, on the day of his marriage, he took his wife’s surname. So I walked around all this time, essentially with an invalid passport. Thanks to a request to the registry office, the notary immediately discovered this. And the notarial action was postponed until the citizen changed the documents.

The data received by notaries helps people, among other things, get their money back. For example, the conditional Elena Sergeeva borrows a certain amount of money, and after a while stops paying it back. The person who lent the money is trying to get it back — naturally, from Elena Sergeeva. However, according to the papers, such a woman no longer exists: she got married and became, for example, Elena Petrova. Or at the same time she also changed her name and turned into Svetlana Petrova. Notaries who make writs of execution can track such chains of transformations with the help of requests to the registry office.
