How the spare parts market affects compulsory motor liability insurance — insurers sum up the results of 2023

Back at the end of November 2023, insurers predicted a further increase in the cost of spare parts in the new directories of the average cost of spare parts, materials and standard hours of work of the Russian Union of Automobile Insurers (RSA). According to them, payments under the compulsory motor third party liability insurance policy (MTPL) are calculated.

As RSA President Evgeny Ufimtsev said, in the new directories dated December 19, 2023, the cost of spare parts on average across the country increased by 9.8% compared to the previous version dated September 19. This figure, according to Evgeny Ufimtsev, could be influenced by several factors, including fluctuations in exchange rates in mid-2023, problems with the supply of components, and an increase in the cost of certain brands of cars. However, at the same time, the situation on the component market is stabilizing.

The stabilization of prices for spare parts, of course, has an impact on the tariffs for compulsory motor vehicle registration. Thanks to this, as well as the individualization of tariffs and competition among insurers for break-even clients, it is possible to contain the average premium, which, for example, for 11 months of this year amounted to 7,812 rubles. This is 3% lower than the January 2023 figure.says the head of the RSA.

This is also stated by the vice-president of RESO-Garantiya, Igor Ivanov, who believes that the situation has generally improved, but the delivery time for components still remains long. The expert calls such brands as Cadillac, Chevrolet, Genesis, Honda, Infiniti, Isuzu, Jeep, and Porsche problematic. Nevertheless, companies in most cases manage to carry out repairs, but in a number of details the situation remains tense. Among them are complex electronic components, upholstery and interior parts, and assembled units, for example, automatic transmissions. But at the same time, the situation changes every time and it cannot be said that there will be a shortage in the near future — a number of items become available for order, while others, on the contrary, disappear from availability or delivery.

In turn, Albert Usmanov, Deputy Head of the Settlement and Expert Department for Auto Insurance of the Loss Settlement Department of Absolute Insurance LLC, believes that the crisis with the supply of spare parts still exists. And due to the sanctions imposed by unfriendly states, direct logistics, built by suppliers/importers over the years, were destroyed. According to him, spare parts are supplied to the Russian market in insufficient quantities, and due to complex logistics, delivery times have increased several times, and prices for supplied spare parts have increased significantly.

The state, of course, can support the industry by developing and stimulating the production in the Russian Federation of the most popular automotive components/spare parts for mass-produced vehicles that are no longer within the warranty period. These are the most popular body parts (fenders, hoods, doors), plastic parts (front and rear bumpers), optics (headlights and taillights), — said the expert.

As the insurers clarified, there are problems with the supply of spare parts for almost all foreign-made cars. Those spare parts that were previously constantly in the warehouses of importers in the Russian Federation and delivered to the station for a period of no more than 2 weeks can now reach the station for several months.

As they say in RESO-GARANTIA, in order to support the MTPL industry, it is important to review the legal requirement to carry out repairs using only new spare parts, and for cars under warranty, also original ones.

We have repeatedly said that government decisions are needed to establish standards for the wear of parts and approve a system for their assessment. Legislators could allow the repair of cars with used parts, as well as revise repair deadlines and fines for non-compliance with compulsory motor insurance– commented Igor Ivanov.

Zetta Insurance considers it appropriate to support the initiative to settle the repair of used spare parts. At the same time, the Russian Union of Auto Insurers says that this will significantly reduce repair time, as well as reduce its cost.
